No Flea Markets on Terraces!

In just one more weird turn, our Mayor has now apparently decided to keep us safe by protecting us from flea markets on terraces in commercial buildings. We could hardly believe it. The city appears to be enforcing a 1960s law to require enclosure of all the beautiful planned terraces on new commercial buildings in developments like Hudson Yards and One Vanderbilt. 

What could this possibly be about? We have literally never seen a flea market on a terrace. Have you? If we had seen one, we would wonder what it was doing on a terrace? And what about the wind? How would the whole thing work?

OK, so it can't really be about flea markets. So what is about? And why is the city spending any time on this issue? Or risking development revenues by focusing on it?

If you know, please share because it is too curious for words. There are a lot of real problems in this city. Homelessness, traffic, and loss of retail among them. Flea markets on terraces is just not on our radar. It shouldn't be on the Mayor's either.
